Memo to File
SUBJECT: CYA
1. Staudt has obviously pressured Hodges more about Bush. I'm having trouble running interference and doing my job. Harris gave me a message today from Grp regarding Bush's OETR and Staudt is pushing to sugar coat it. Bush wasn't here during rating period and I don't have any feedback from 187th in Alabama. I will not rate. Austin is not happy today either.
2. Harris took the call from Grp today, I'll backdate but won't rate. Harris agrees.

Nothing big there. Remember it is the national guard, weekend warriors, they generally only drill on a weekend
Yep, the Guard pilots typically fly on weekends.
I was never in the Guard, and am by no means an expert, but as I understand it, a basic tenet of Guard service is periodic weekend service. So, my guess is that working on a Saturday is not at all unusual.
what the hell is an OETR
both of my parents were officers in the early 70's (My dad was from 1969 to 1982 active and my mom was active from 1972 to 1977), neither one of them have EVER heard of an OETR....ever.....
should be OER
Anybody who would be upset in Austin.....would be Higher Guard officers. Those guys are not always weekend warriors.
If they are at the Brass office in Austin....odds are they are Monday - Friday.
Remember...not all Guard members are just weekends.
There are tons of folks who work administrative issues that pull active detail. Air Reserve Techs and Army MilTechs come to mind. Usually a 2 to 4 year gig.
The big thing in this doc is not the date but the fact that the person he is referring to as "pressuring" him (Staudt) RETIRED in 1972.
Yeah, I've seen that already. I just thought the dating of the memo was interesting.
Since this is and administrative issue. It could be something that falls M - F.
Regardless. The bigger problem with that document may be something else.
It is dated 18August1973.
Notice it mentions Staudt. That could be a big problem.
According to the following LA Times Article. Staudt retired in 1972!

Have no fear. It has been brought up and there are some oppo research guys most likely buring the midnight oil on all of this.
Still.....tell all of your friends. And call local radio on Monday.
Ben Barnes said he got Bush into the guard when he was lieutenant governor. Bush entered the guard in 1968, Barnes became lieutenant governor in 1969.
Your talking AGR there. But i he was the commander of the unit he was more than likely drilling on the weekend.
Maybe you can make sense out of it for me, but it appears that three separate sets of people were in on a Saturday. First, there is Killian, which I presume is not a big deal from your initial post. However, Killian also mentions 'Grp' and 'Austin' (with Austin apparently being a reference to the Texas Air National Guard headquarters) being in on Saturday. Would the 'Grp', which I am not sure what that is, and 'Austin' all typically be in on a Saturday?
officer efficiency training report
Sure why not?
I know many national guard and reserve units have there drill dates on the same weekend, unless they share the same building. It doesnt matter if its a state, division, grouip or battalion or a single unit, battery or company.
My hubby is a CMSGT in the NJ ANG. He's full time. Monday-Friday all year. He must also work one weekend a month to fulfill drill obligations. All Guard members, whether full time or weekend warriors must meet that one weekend a month requirement.
Yes - I was in Texas ANG with GWB - most drills on Saturday - TX ANG headquarters were in Austin - typicaaly they would be there on Saturdays as well - Other "full-time" Guard members worked weekdays as well.
According to an officer who served with Bush in the TANG, this was never abbreviated OETR, but rather OER - OETR was a completly different acronym. A senior officer who was responsible for evaluating the men under his command would have never used the wrong acronym - in the military, those abbreviations have specific meaning.
by the way: Staudt retired in 1972, 1 year before the memo was written!
