"Mongrel phrase" is likely superficial-intellectual speak for meaningless word assembly. Brinkley seems to be thrashing around. He should stay in the witless protection program and stay out of sight. His attempt to be ordained high priest of presidential culture has failed, and his peers will eat him alive for botching his "assignment".

Mongrel: derogatory term for a variation that is not genuine; something irregular or inferior or of dubious origin. In other words, "mongrel phrase" is a polite way of saying, "Bullsh!t."
