If this pans out...my guess is that they scoped out this particular airport/baggage handling and someone else was to pick up the bag to be transported elsewhere...

Yes was reading about it and said its very rare..but the 2 forms here are the ones that were in question.
If that were the case, then the Lebanese doctor could have gotten off a flight in Chicago with his luggage continuing to Fort Wayne, IN on a connecting flight.
That would explain how the bags arrived without a passenger. Now the Lebanese doctor has to explain how he missed the flight, why he missed the flight and questions about the white powder which is obviously not manufactured by Dr. Scholls.

This was one of those short clipper flights. The clasp must not have been fully closed up. Being that it was a dr.'s bag it would be more inviting to open. "Oh the doctor forgot his bag." Theyve got to locate the dr. whose bag it is. It's probably stolen.

Great info, especially the part about symptoms appearing in 1-6 days, not from 2am Central Time till now. If the powder was anthrax, it was not the anthrax that made people sick. If you've ever been to a chemical spill or another scene where a good sized group is exposed to unknown substances, you'll find that a couple of people will immediately show symptoms of some kind of poisoning, even when it turns out to be water, corn starch or perfume. It's a kind of "power of suggestion" thing, but makes rescuers lives more difficult, because they can't tell what's happened with all of the false symptoms.
So what do you know about airline "Standard Operating Procedures"?
I remember that too. That was a major snow storm. I also remember the day that we got 1/2 of snow in 1999 and it was anarchy.
It has been SOP for quite awhile that a passenger MUST accompany his luggage (and visa versa). If a passenger gets off a flight his luggage is SUPPOSED to be removed also.
