And to what does footnote (46) refer? On p. 117, Chapter 4, we find this:

Later on August 20, Navy vessels in the Arabian Sea fired their cruise missiles. Though most of them hit their intended targets, neither Bin Ladin nor any other terrorist leader was killed. Berger told us that an after-action review by Director Tenet concluded that the strikes had killed 20–30 people in the camps but probably missed Bin Ladin by a few hours. Since the missiles headed for Afghanistan had had to cross Pakistan, the Vice Chairman of the Joint Chiefs was sent to meet with Pakistan’s army chief of staff to assure him the missiles were not coming from India. Officials in Washington speculated that one or another Pakistani official might have sent a warning to the Taliban or Bin Ladin. (46)

If you follow the links from InstaPundit, one of the comments discounts this as a possibility. It says that Berger is accused of taking drafts of the after-action report that relates to the Millennium bombing attempt at LAX, while this footnote refers to the after-action report relating to the 1998 attempted bombing.

It took a couple of weeks for the Broaddrick smoking gun to be revealed in the Starr Report after it was publicly released.

This report may contain similar bombshells that researchers will have to figure out.

We did not find documentation on the after-action review mentioned by Berger.
And we never will. Berger saw to that at the cost of his career and reputation. I only wonder what else he took with him down the memory hole.

It's now known how many different documents Berger stole which he destroyed - recally there are reportedly 40-50 documents in question here and those do not include the ones which were stolen and never returned or taken before the Archives officials began monitoring him. In this case there are documents which are missing & the 9/11 commission could not locate them for viewing ... so somebody took them, albeit Berger recently or somebody else before him.
