I believe you are right to a degree. The recent poll that found that Kerry was perceived to be more intelligent does not help him, as people perceive President Bush as being more decisive which appears to be a bigger positive than being brighter.

It looks as if the public wants someone who is decisive rather than formulating over an answer.
