I had a hunch that South Korea was covering for the North in order to make a "reconcilliation" more likely. Of course, this is but the appearance of reconcilliation, more akin to surrender. One has to wonder if South Korea's current leadership has tyrannical ambitions of their own or if they are merely so craven to show progress to the public for political reasons. One thus has the choice between covert evil and a cover for incompetence in the face of a deadly foe.

Not a nice set of options. It would seem that the South Korean public is tiring of vigilance in the face of evil by denying the reality of that evil.
