Junkies and homosexuals have long made use of public restrooms to "get off". Now that the byproducts of their addictions pose a potential health threat to others (blood on used needles, semen...) their acts in public need to be prohibited by the EPA. Call a Hazordous Materials clean up crew in and bill the offender anytime they are caught shooting up or engaging in sodomy in public (or if evidence is found of their actions but no "offender", traces of DNA can be retrieved).
