As a legacy he may simply be attempting to leave Israel in a tactically stronger position defensibly. I don't think he's naive enough to think his proposals will lead to peace. I admit it's hard to tell, since he hasn't elucidated any sort of a comprehensive plan, which must involve the West Bank.
