WASHINGTON - Rep. Robert C. Scott, whose 3rd District includes part of Richmond, has renewed his opposition to a plan gaining steam for an at-large mayoral election in the Virginia capital.
Scott, a Democrat from Newport News, told Justice Department officials of his concerns in a meeting yesterday and stated in a letter dated May 19 his opinion that the plan "will dilute the current minority voting strength." Scott is African-American.

BS is certainly placing himself in a loose/loose situation. There will be elections and it will help to get the city out of the sewer that it is in.
It is time to move on.
Pardon my naivete, but this makes absolutely no sense.
The position of Mayor, represents the city "at large" how else is it supposed to voted on, except "at-large?"
I understand the reasoning by doing away with at-large council seats, I followed several of those cases over the years in Delaware, but none of them ever included the position of mayor...........
Bobby Scott is not paying attention to the graft, corruption, malfeasance, theft, bribery and other assorted bad and/or illegal behavior that's been going on in City Council.
One of the consequences, IMHO, of the weak mayor type of city government. No one is accountable to anybody so everybody misbehaves.
It would be nice to replace the Richmond Mayor and City Council with nothing and let individuals make decisions about thier own lives.

Andre wasn't even here when Bobby-boy was elected.
His district meanders all over the place. I think part of his district even includes Tidewater. Who is voting for him is a mystery to me too.
So let me get this Dems "logic" straight...if we let the people of Richmond actually VOTE for the mayor, we're dilluting their voting strength? What strength do they have now? They vote for the city council, one member per district, and then the council votes for the mayor.
So what's so bad about allowing the people to vote for the mayor, unless you think that the people in "certain" districts don't vote in the same numbers as the people in "other" districts and thus those "other" people will be able to control the mayoral election.
Well, too bad. Get "your" people to vote then.
They are afraid to find out that their "peeps" might not win in a normal election. I think it's fabulous that Doug Wilder has thrown his hat in the ring. When Doug wins, Bobby-boy and his gang really won't have a leg to stand on when they try to play the race card.
Winsome Sears gave an awesome speech at the opening of the Republican Party of Va Convention this afternoon.
The problem? Only a handful of people were there to hear it. Lots and lots of empty seats padded with campaign literature waited for butts that never made an appearance.
I'm sorry I missed her. I've never heard Winsome speak though I've followed her career from afar. From what I know about her life, she's one of my favorite politicians.

I hope you get a chance to hear Winsome Sears speak tomorrow. It was the highlight of my day.
