Navy Carrier Truman Sets Sail in Test of More Flexible Fleet Deployment Plan

NORFOLK, Va. (AP) - The aircraft carrier USS Harry S. Truman set sail Wednesday in a test of the Navy's ability to have seven of its 12 carriers away from port at the same time, a major shift away from the customary deployment of the fleet.

A second Norfolk-based carrier, the USS Enterprise, was expected to leave Thursday to participate in the exercise, dubbed "Summer Pulse 04."

The exercise continues through August with seven carriers and will include allied forces from around the world, officials said.

"The ability to push that kind of military capability to the four corners of the world is quite remarkable," Navy Secretary Gordon R. England said when he announced plans for the demonstration last week in Washington. "Several years ago, we could deploy only two" carriers at the same time.

It is the first exercise of the Navy's new Fleet Response Plan, in which ships will move away from regularly scheduled, six-month deployments and instead be prepared to leave as world events demand.

The Navy wants to be able to send six carrier strike groups in less than 30 days to handle crises anywhere in the world, while having two more carrier strike groups ready to sail within three months to reinforce or rotate with those forces.

This is "a fundamentally different way of deploying aircraft carriers than we had during the 20th century," said John Pike, director of GlobalSecurity.org, an Alexandria research center on security issues.

The new plan makes deployment schedules less predictable, a change necessary in a post-Sept. 11 world, said the Truman's commander, Capt. Michael R. Groothousen.

"Terrorists love predictability," he said by telephone. "If we can start putting some unpredictability into our schedule, it makes it more difficult for any threat out there to determine when to strike."

What are they talking about? ?hey have had 8 deployed for most of the last 4 years. They had 5 deployed for the Iraq war alone. All though the cold war they had at least 4 or 5 deployed at them same time, somethime 10. I do not understand this at all. When did we ever have just two carriers deployed at any one time?
Do they mean deploying them all at once?

There are more than 7 leaving port. My brother's on the Abraham Lincoln which is leaving on an unscheduled voyage this week.

The six carrier groups in the Atlantic are doing maneuvers with 7 other countries, including UK, Canada, Dutch and some others. The UK has sent most of its navy to sea. Iran is doing naval exercises right now. So is Russia, and I also read that China is shipping out what fleet it has. It seems unprecendented. All the major navies of the world are out to sea during June. Can anyone tell me if any US carrier is left in port (not in drydock)?

Maybe they are refering to the sailing dates? I have no idea about the distinction the SecNav is making here, because we have certainly had a good chunk of our carrier fleet at sea simultaneously.

Hey author, I know it's a piddling detail, but Harry Truman's middle name was "S" -that's it!! It is not an initial and it stands alone without a period after it....
The proper citation to President Truman's name is; Harry S Truman........

They must be misquoting him as saying that only 2 carriers could deploy.

I sailed as part of a 3-carrier battle group in the 80s, and I'm sure there were a couple deployed in Lantfleet at the same time.

SINGAPORE, June 1 (Reuters) - Around 1,500 United States and Singapore navy personnel began exercises in the South China Sea on Tuesday to test maritime warfare skills, the defence ministries of both nations said in a joint statement.

Singapore has recently warned of the need to tighten security along the busy Malacca Strait as it fears terrorists may seek to hijack a tanker and turn it into a floating bomb.

About a third of the world's trade and 80 percent of Japan's crude oil is transported through the Strait, a narrow shipping lane that runs between Malaysia and Indonesia to Singapore.

The combined land, sea and air annual exercise, called Co-operation Afloat Readiness and Training, involves 12 ships, a submarine as well as fixed and rotary wing aircraft from the Singapore and the U.S. forces.

Defence ties between the United States and Singapore, a staunch ally of the U.S. in the war on Iraq, have been growing, with regular exercises and joint training of their armed forces.

This year's exercise comes ahead of an annual security gathering of up to 20 defence ministers or their representatives from around the region, which starts on June 4.

China is up to something.Their rhetoric is getting pretty heated against Taiwan, they do not like the new president at all.

Taiwan is getting out of control, according to China. Their vice-president is touring the Americas and acting like Taiwan is a sovereign nation. They do not want Taiwan to be allowed to join the United Nations, because that would enforce their status as a separate nation.

The western hemisphere tour is in part, to drum up support from south American countries:

Defense Minister Lee Jye on Wednesday said that Taiwan would launch a counterattack within five minutes of any strike by China on Taiwanese soil, including Penghu, Kinmen and Matsu.

He also threatened to shoot down Chinese military aircraft should they cross the "middle line" of the Taiwan Strait.

"Whenever their aircraft or vessels are approaching the middle line, our aircraft and vessels will be standing by," Lee said.

"Once they keep going east and enter our 'hunting zone,' we will take care of them," he said. "However, peace remains across the strait and no war is necessary."

Lee was responding to questions from lawmakers about what the military would do if Chinese aircraft cross the middle line of the Taiwan Strait.

Lee told the lawmakers the military would react in three to five minutes of the first bomb hitting the nation.

"I would be the one to give that order. In the meantime, I would brief the president and the chief of the general staff, who would be the ones to carry out that order," Lee said. "We would definitely fight back."

One of the kook sites has been saying there are 3 comets on collision course with the Earth that have been kept hush hush. I know it is tin-foil material but they have been predicting a june collision for the last 3 or 4 months. That combined with the sudden infusion of M-3 into the markets makes me a little curious as to what might be going on.

The US Navy seems very busy doing exercises!!!

They do indeed! May seems to have been a particularly busy month for our armed forces not deployed in Iraq. Especially interesting is the exercise with Singapore and Thailand. Both are in the region of the Malacca Strait, which links the Indian Ocean with the South China sea. And there certainly appears to be concern about the Malacca strait-- if that was blockaded or closed, the US and Japan would be hurt pretty badly.



Malaysia, trained Libyans for their nuclear program and has recently renewed their ties with China.

Cobra Gold is an annual exercise that's been going on for decades.

But yes, they do beat the Navy to death with exercises. These mainly serve political and diplomatic purposes.
