What h e means is he voted against it, before he voted for it for pure political gain. In other words, he has no backbone and no morals to fall back on in hard times, only polls.

And Kerry wants Bush to jawbone the Saudis, but when Bush did Kerry complained the Saudis were only trying to help Bush win the election. That story dies, and Kerry complains that Bush isn't jawboning the Saudis.
And he still doesn't want to allow drilling.
