I like how they always try to write these things so as to make it look like THIS administration hired these people. In this case the implication is since he's Powell's 'key aide' that Powell hired him or Bush appointed him.
It usually turns out that these jokers are holdovers from previous administrations.
You'd think a 'key aide' would let his boss to the talking. Exclusively. I don't think a 'key aide' is supposed to put words in his boss's mouth.
