The word "insurgents" suggests locals. The phrase for the outsider terrorists should perhaps be "terrorist mercenaries," because the families of the "outsiders" likely get paid for their efforts and the outsiders themselves are happy with a jackpot of virgins lined up end to end. Doubtful there's a census or reliable estimate of who's local and who's not in this convergence of Islamic terrorists.
