The license plate on the SUV picture here are not Federal Government Plates.
My computer has fuzzy details due to a speed up program. However, that license plate on the Suburban looks like a Mass plate.
Can anyone with a clear picture enlarge the plates for us?

It appears to be a standard Maryland plate.
However, there is a program called "Net Detective" which will allow subscribers to look up any and all records by plate number or person's name that is available for download.

What looks like a purple heart in the distance is actually the letter "M". The state is hard to read, but it appears to start with M. It doesn't look long enough to be Massachusetts.
