Washington - Governor Locke Signs Reciprocity Bill

On Friday, March 26, Governor Locke signed into law, SB 5083.
SB 5083 is the "Reciprocity" bill by which Washington would recognize "Right-to-Carry" permits from states which recognize Washington concealed pistol licenses.
This bill is the first step in getting more states to recognize Washington licenses. SB 5083 passed both the Senate and House with strong bi-partisan support.

At 3:20 p.m. this afternoon, Governor Gary Locke signed ESB 5083 (CPL reciprocity) into law.
The law does not take effect until June 10, 2004.
The bill now goes to the Attorney General who will begin a review of the requirements and initiate correspondence with the states that appear to meet Washingtons standard.
There will be little visible activity between now and June 10.
Well be working with the Attorney Generals office to ensure appropriate consideration is given to all those states whose concealed carry licenses appear to meet the requirements of ESB 5083.
We were informed today the State of Florida has already prepared a letter to be sent to AG Gregoire.
The ball is in play. The train left the Olympia station this afternoon. This is the first stop. There are many other potential stops along the way.
Now is the time to let those individuals tasked with implementing the new law to do their job.
Our thanks to those individuals who took the time and effort to communicate with their legislators and with Governor Locke on ESB 5083.
Every once in a while the system does work.
Well post more on the reciprocity issue as we learn it.

Thank you to our outgoing (not seeking re-election) Democrat Governor who once before vetoed this and now as a lame duck signs it.
Is he tipping his hand as to his real beliefs (ex prosecutor) or does he just not give a rip. He also sold out the Teacher's Union (the biggest player in this state's political structure if you don't count other govt. employee unions) last year before announcing he wasn't running for re-election.

The type of law that is required -- but which Gary Locke is unlikely to sign -- is one that does reverse reciprocity. That is, if a person is a resident of Massghanistan and commits a crime with a fire arm in Washington, the person should be sentenced under Massghanistan's draconian gun laws.

I applied to Seattle PD while I was still an infantry officer at Fort Lewis. I passed everything (the PT test was a breeze, THEN. LOL) but I flunked the psychological. I also flunked the psychs for FBI and Metro Dade PD. But I passed and served as a State Parole Officer. Hmmmmmm Wonder why I make such a good teacher of American Government (past Teacher of the Year)? My students (inner city high school kids) certainly think I'm nuts. That's why they're so good for me.
I saw a great bumer sticker today: "PSYCHO? You say that like it's a BAD thing!"

Good grief. Given the uphill battle to have an R gov. in Washington, Locke's actions as of late make me wish he were running again.
