I don't think that's his take on it at all. He's simply letting it "float". Let SF embarrass themselves, then the state of California. Americans want a constitutional ammendment and he knows it. No need to rush to judgment on this one.

Americans want a constitutional ammendment and he knows it. No need to rush to judgment on this one. There's no way to rush a Constitutional Amendment. It'll drag out for years, and there's no guarantee that the left won't be able to torpedo it.
IMO an EO wouldn't be out of order in this situation. There's a genuine crisis, one that is not being handled by legislation, and cannot be handled via amending the Constitution in a timely manner, so that pretty much narrows it down to either an EO, or a concession.

Huh? MA will start issuing licenses in June.
It's already late. It will be much harder to do anything after they've received legal licenses. We can ignore the little SF propaganda civil disobedience by elected officials. That's just SF. But when MA does it, it will be legal and will set off a round of court battles immediately.
