It must be kept in mind that Giuliani was the mayor of New York City,
therefore virtually all the policemen and firemen whose funerals he attended not only were his neighbors, in the sense of living in his city, but also his employees. And Giuliani's job and responsibilities remained in New York City and kept him in NYC, which is where nearly all those funerals took place.
Clinton, on the other hand, was US Senator from the State of New York, and her work took her mostly to Washington. NYC was just one part of the entire state that was her constituency and responsibility. Governor Pataki didn't attend many funerals, neither did other officials whose responsibilities included the whole state and whose jobs may have taken then outside NYC.
