We are not going to the moon or mars if this is the budget outlined for such a trip. I doubt we will go in my liftime.

For a libertarian, you sure expect government (i.e. the tax payers) to do all of the work in getting to the Moon and Mars. The President is going to keep NASA on a short leash and encourage the private space sector to grow and find more efficient ways to get into space.
