The plan aimed to cut the number of doctors (called "cost centers") by one quarter in order to cut demand by limiting supply. The plan aimed to cut costs by cutting the number of specialists in half.

Excuse me. It's been a long time since Econ 101, but doesn't decreasing the supply usually increase the price?

In a capitalist system with free markets, yes. But those clowns proposed a quasi-socialist scheme that wanted to ration medical care in order to control costs.

The news here is not what Hillary is planning to do with the health system. What she advocates is the conventional wisdom in the healthcare community -- she's found a parade, and now she's trying to position herself in front of it.

There are two underpublicized activities that indicate the Republicans are the ones really making progress in this area. First was the announcement last year by Tommy Thompson of administration support for standardization of health record data formats. The U.S. has been a laggard in the adoption of electronic health records, mainly because our government is more reluctant than some others to use coercion on healthcare practitioners. (Reluctance to use coercion in healthcare may be the only positive result of Hillary's 1993 attempted takeover.)

But last year a consensus arose that a data standard was needed. Fortunately, a comprehensive set of data standards called SNOMED already existed, but was not yet in wide use because of its high cost. HHS took the visionary step of buying a site license for SNOMED for the entire United States, making it freely available to anyone or any company in this country.

The second locus of Republican activity in health care is Newt Gingrich's Center for Health Transformation. Newt has been quietly putting together an approach to healthcare that echoes my personal philosphy in this area: The way to save the healthcare system is to actually make people more healthy. The healthcare system is set up to supply healthcare, not health. It's set up to fix problems in unhealthy people, not to keep people healthy. Newt has a state-by-state -- not national -- initiative to fix the health system.

Hillary is merely trying to capture the healthcare issue, not improve healthcare or health.
