As typically understood, tax reform involves trading lower tax rates for a broader tax base -- that is, lower rates on all income while reducing the scope and number of tax exemptions and credits.

But that is exactly what raising corporate taxes does. Clark obviously does not know where the money corporations pay in taxes comes from. Or he thinks that we are dumb enough to not know. Which for demonrat voters is likely.

In effect he is raising the taxes on every consumer in the country by forcing the corporations to charge more for the goods and services consumers buy. And that is about as regressive as it gets.
