Let's see. The oppressors were banished 200 years ago. Things suck today. Let's sue the banished oppressors. I bet John Edwards would represent them. If not then certainly Ramsey Clark.
France only recognizes those international agreements that favor it at the moment so I'm not sure that any international court or other body would have jurisdiction.

I never expected much from Aristide. This development proves him to be no better than the Duvaliers. Haiti and its people will remain losers for the foreseeable future.

The centrepiece of his plan to achieve this is based on the assumption that France will pay up. This is considered unlikely. Well, they could send an invading army over to France to enforce payment. It is possible that if Haiti could scrape together enough of a flotillas to land, say, six Boy Scout troops, the French would give up.
