People like Saddam think that way about people.
In a free society, people do quite well in controlling themselves.
Evidently not. I don't know where you live, but here we have people out of control behind the wheel - tailgaiting the person in front in an effort to make them drive faster, driving with zippo regard for the speed limit (and I don't mean a measley 5 over - I'm talking 20 and 30 over), and other incidents of road rage. We have people cussing (f word, c word, etc) out the poor gal in customer service at Walmart because they don't agree with the return policy. We have folks who get p o'ed at the Safeway and deliberately knock over a rack of stuff on their way out.
In short, alot of folks seem to feel perfectly free to behave as badly as they wish, with no hint of embarrassment for their actions, no hint of regret or remorse for hurting or endangering others. In fact, alot of these 'free society' folks seem to take some particular joy in this sort of behavior.
No. I am not advocating Saddam styled governance. But hey, ya know, a little personal responsibility, self-restraint, and general common decency wouldn't be too much to ask would it?
