Yes, given Sadaam's filthy condition and rambling mouth, he most likely wasn't directing any attacks. But the psycological impact could prove to be most beneficial and encourage Iraqi civilian cooperation against any insurgents now that even the possibility of Sadaam returning to power is totally gone. I honestly thought he was dead myself since 25 million is a lot of money. I was surprised no one had turned him in for the money early on.
Ideally Sadaam would be interrogated and then tried quickly under a military tribunal and hung or shot. However, In reality- he will be breathing for years to come and his trial will be some international farce that will go on for years.

May I be the first to propose that like the defeated Gallic King Vercingetorix, Saddam should be stripped naked, and taken to his captors' capital in a cage, executed in a public arena.

Saddam's arrest won't end resistance: Hamas Nobody expected that simply capturing Saddam Hussein would end the resistance to change that permeates all of the Middle East Islamic world. Only a couple of generations (maybe even longer) being taught the rudiments of civility will accomplish that goal.
The doctrines that most of the Western nations pursue, i.e., individual liberty, the accumulation of wealth and wisdom, the intelligent application of all that wealth and wisdom, and honest desire to share the fruits equitably with all the sons and daughters of mankind, are entirely compatible with the stated purposes of the Islamic religion. It is time, and past time, that Muslims live up to the spirit of their own faith. They have fallen into the trap of legalistic interpretations of the letter of the passages from the Qu'ran, and lost sight of the wisdom orginally found in those beliefs.
