Sheriff Intends to Oppose Concealed Weapons Law
The Legislature's biggest backer of a concealed carry law would have to go outside his home county to get his own weapon permit ... if the local sheriff has his way.
Chippewa County Sheriff Doug Ellis says he'll ask the County Board to exempt him from issuing the permits if the proposal to let people carry concealed weapons becomes law in its current form.
County residents who wanted permits then would have to get them in another county, under the bill being pushed by Republican Senator Dave Zien, who lives in the town of Wheaton.
The bill has already passed the Senate and is expected to come to a vote in the Assembly this week.
The sheriff says he would want out of the permit-issuing job because of the amount of work that would be involved. He says it would leave him further shorthanded for patrols in this time of budget cuts.
Zien contends any serious problems with administering the permits could be worked out.

If the CCW bill is passed, I predict we will see many counties prevent the issuance of permits. There will also be agreements between sheriffs to keep residents of those counties from getting permits.
Add Milwaukee, Racine, Kenosha, Rock, and Dane to the list of counties that would almost certainly refuse to issue permits.
Gun rights groups are going to have to re-fight the CCW battle in each county because of this stupid provision in the CCW bill -- assuming the assembly and senate can even manage to override Doyle's veto.
This provision makes the bill may issue rather than shall issue.

The Sheriff's employees have to make the same phone calls for a background check as a gunshop owner has to do in order to make a sale.
I'll bet the Sheriff was in favor of those background checks.
It looks like the good people of Chippewa County should help Ellis find an easier job.

This is an unfunded mandate on the local level.Bullsh*t. Verbiage straight from the legislation:
"A license fee set by the sheriff issuing the license that does not exceed either the cost to the sheriff of issuing a license to an individual under this section, including the cost of equipment purchase or rental, or $75, whichever is less."
In the state of Wisconsin, it costs $9 to get a photo ID card, and it costs $18 to get a drivers license which should give you a pretty good idea what it costs the state to produce and keep records on that little piece of plastic. A Wisconsin Instant Background Check, for a firearms purchase, costs $8.
Add any of them up any way you want, and the Sheriff STILL gets to pocket quite a bit of money.
