It's because there is a large naval base in that area (Pensacola) which is primarily conservative.

IIRC, the total number of "suppressed" voters was estimated to be around 15,000. They were projected to split 2-to-1 for Republicans, therefore 10,000 extra votes for Bush II, and 5,000 extra votes for Gore, giving Bush a projected net gain of 5,000 votes.
Which he did not get, because the major networks made a "mistake" that, purely by chance you see, worked against the Republicans and in favor of the Democrats.
Mistake, right...
