Tony Evans, senior pastor of Oak Cliff Bible Fellowship, wants to show President Bush on Wednesday the good that his church's work is doing.

Tony Evans' zeal for faith-based programs runs so deep that he has traveled several times to the White House to share his ideas with President Bush.

On Wednesday, Evans will welcome Bush to his house -- Oak Cliff Bible Fellowship -- to give the president a firsthand glimpse of how the church's community outreach program is making a difference.

Bush will attend a dedication for a $23 million, 172,000-square-foot education and recreation center that will house the church's private school and provide more space for Project Turnaround, the initiative Evans founded.

"I think it's meaningful he's coming to our church, especially in light of our new facility," said Evans, senior pastor of the 7,000-member predominantly black church and a well-known speaker and radio minister. "I'm also excited he's coming to Oak Cliff. Oftentimes, this community doesn't get that kind of equal emphasis and equal time."

Jim Towey, director of the White House Office of Faith-Based and Community Initiatives, said Evans has been an influential voice for Bush regarding allowing religious groups to compete for government social-service grants.

Bush heard a 1996 speech by Evans about the need for churches to address social needs that has been described in published accounts as sparking the president's interest in religious programs.

"I think the president has drawn a lot of inspiration from Dr. Evans and his views of how social services can be effectively administered by faith-based groups," Towey said. "I think the president respects the fact that Dr. Evans isn't interested in rhetoric, he's interested in results."

On Monday, workers in hard hats mingled with the White House advance team in business suits as the church hastily prepared the new building for the president's arrival. The president will tour the multipurpose center and attend a reception before giving a speech.

Church members said they are excited that the president will help them dedicate the new building.

"It's a historic event to be able to have the most powerful man in the world to come to this location to talk about faith-based initiatives," said La Fayette Holland, executive director of Project Turnaround. "The likelihood of that happening again is probably slim to none."

He said the new building will help the church expand Project Turnaround, which works with more than 60 public schools in the Dallas area to provide students with mentoring and tutoring and encourage them to avoid drugs and gangs, stay in school and avoid sex.

The program also offers job training, job placement and literacy classes for adults. It receives no government funding, and the church would have to carefully examine the effect of accepting such money because faith is a component of the program, Holland said.

Critics say allowing church-affiliated organizations to get federal money violates the separation of church and state, and religious groups say it could inhibit them from sharing their faith.

"If it will prohibit anything we are doing, we would have to turn that down," Holland said.

Dallas resident Clara Sansom, 64, who was unable to read, said the literacy program has changed her life. She now can read the newspaper and the Bible and is still meeting each Monday with a Project Turnaround tutor.

"That's my best day because I'm learning," she said. "I love it."

Actually they did report it here. It was not given a prominent place however. I was surprised that they mentioned it at all.

The put it under their Religion section. Should have guessed. I searched their front page/home page, Local and Texas/Southwest sections and it wasn't there.

Oak Cliff church to host President Bush

Hundreds of members of Oak Cliff Bible Fellowship sang, danced and praised the Lord over the weekend to celebrate the opening of the church's Christian Education Center.

But they were just getting warmed up.

While Sunday's dedication was a jubilant event, many church members say that Wednesday's public unveiling will be the real showstopper.

President Bush plans to join worshippers for a ceremony and church service commemorating completion of the new school and recreation center.

"Of all the ministries out there, that he would think enough of ours to come and visit is an honor for us," said Gregory Smith, executive manager of Oak Cliff Bible Fellowship.

News that Mr. Bush would be dropping by has meant an increased workload for staff members and volunteers who were already scurrying to ensure that the sprawling building was ready for its debut.

A presidential visit "takes an enormous amount of planning," Mr. Smith said. "There are so many details."

This week's events have been years in the making. Preliminary design work on the 172,000-square-foot building commenced in 1999. The church raised nearly $25 million to finance the center, which will be home to a school, athletic facilities and outreach efforts, including Project Turnaround, the church's mentoring program.

Pastor Anthony T. Evans said the Christian Education Center is part of his master plan, which has guided the growth of a church that began with 10 people in his home in 1976. Today, Oak Cliff Bible Fellowship counts about 7,000 members.

As governor, Mr. Bush paid a few visits to the church on Camp Wisdom Road, but this will be his first trip as president.

Dr. Evans said he hopes to emphasize to the president the importance of continuing to incorporate faith in his politics.

Dr. Evans has worked with the president to promote government support for faith-based initiatives. Mr. Bush has credited the Dallas pastor with helping to inspire the idea of using federal dollars to fund faith-based programs.

"It's one of the most important initiatives our country has ever had," Dr. Evans said. "We do believe in a separation of church and state. We don't believe in the separation of God and government."

President Bush has spoken openly about his beliefs and has said that the government should not fear faith nor discriminate against faith-based organizations.

Church member Michael Johnson said the congregation hopes to convey a message to the president about the importance of integrating faith into the community.

"We want to put God back into our schools," he said.

Leslie Gerlach, a member of the choir at Oak Cliff Bible Fellowship, said the president's willingness to take time to visit her church is evidence that Mr. Bush values the religious community.

"It says a lot about his character," she said.

While construction crews are still putting the finishing touches on the building, which has soaring ceilings and brightly colored floors, church members said they would roll out the red carpet for the president.

"I'm so impressed that he's coming," Brenda McPherson said. "This is overwhelming."

Dr. Evans said his church has much to celebrate Wednesday as members enjoy the new education center and worship with the commander-in-chief.

"It's a great feeling," the pastor said. "We're looking forward to the opportunity to share our faith."
