His target market for this letter is independent or wobbly voters.
The Left hoped that Trump would be drawn in by the riots and looting, thinking that he would rush in to override the Governor of Illinois and Mayor of Chicago in an effort to fix the problem.
But instead, Trump brilliant is using the trouble nationwide and Leftist governors and mayors as foils against which to paint himself as a solution only offered.
In other words, Governor Pritzker and Mayor Lightfoot must choose. More devastation...or Trump.
Leftists thought the rioting and looting would be an election issue for themselves (and it would have it Trump had waded into the fray). But now Trump is turning it into an issue for him by telling the voters to choose the conservative way--his way--by comparing it to the problem caused by Leftists locally, at the state level, and nationally.
Neither Pritzker nor Lightfoot are ever going to call the President to seek help. They are part of the strategy to burn everything to the ground in the hope of defeating Trump and having the Feds issue a Federal bailout of the state and city afterwards.

This is where he might be losing some passion from his base. Stop focusing on these losers. Blacks will not vote for him in any higher number than they did before.
