When cheating in an election, you need to get people to think you are winning or very close so that it is tougher to make the statistical sure call that fraud put the Dem over the top.
Anybody remember that election in Iran where the corrupt reported results were WAY different from all the polling data? This trigged the 2009 protests if I remember it right.
If close, then fraud gets hidden easily so there is no rebellion at the results.
If I was an evil Dem, this is the way to do it.
