I sat on a jury of a case that stemmed from a mother and her boyfriend beating a child so badly the child is brain damaged and wheel chair bound.

I’ve worked with foster teens that were prostituted by their parents and grandparents.

I haven’t read the proposal, but depending how it is written these children would be kept with their parents/family members?
