Areas ripe for politically popular reform are infrastructure, health care, guest-worker programs, and finance.
In 2017, Republicans used the following combination for domestic governance: Try to pass entirely conventional Republican legislation, such as the tax reform passed in December, while President Trump stoked cultural feuds (with Democrats, the media, the NFL, etc.) and issued executive orders. Based on the approval ratings of both the president and Congress, and given Congresss failure to pass any major legislation other than tax reform, this strategy has not been a resounding success. Donald Trumps victory in the primary was an omen that conventional Republican legislation might need reforming, and the Alabama Senate debacle in particular has shown that cultural grievance taken to an eleven is not a guaranteed winner.

More heavy "investment" in infrastructure spending; expanding health care; forgiving student loan debts; cut back 'guest worker' program with a DACA deal; diversify the financial sector and no "Too Big To Fail";
Let's just see who in the sea of GOP critter swamp (other than Trump) will rise up and take up the leader mantle and boldly go where no other GOP had gone before.

All they really want is the final amnesty that will cement in place the GHW Bush Plan for North Mexico.
