Regardless of what many Trump supporters (but not delegates, past or present) believe, a number of states pledge their delegates to vote as their state chose and they may only be free to change their vote after the first ballot..
Those pledged delegates are only free to vote for another candidate on the first ballot, if their state's winning candidate ends their race, not suspends and also delegates are permitted to change their votes if the state winner, after ending their candidacy also pledge their support of another candidate (like Huckabee did, when he ended and pledged his delegates to first McCain then Romney.)
That hasn't happened with Cruz and this is what Trump hopes to achieve with his meeting with Ted Cruz.

I'm not so sure that it true but Trump would be wise to get a little insurance policy from Cruz just in case.
I've been predicting all along that Cruz will endorse Trump and will get something in exchange. I don't expect that to be the VP Spot but it should be something that Cruz wants.
They will make a deal.
Trump will be happy with the deal.
Cruz will be happy with the deal.
Priebus will be happy with the deal.
Cruz will endorse Trump.

Nevertrumpers need 28 votes on the rules committee, which they don’t have. If by chance they get 28 votes and present a rule change to allow delegates to vote thier conscience, the rule change must be approved by the majority of the convention delegates or 1237 votes.
I would suggest that any delegate who votes against the will of the people would need person protection for them and thier family for the rest of thier lives. They should be looking for a place in a foreign country.
