Wrong. It depends on the rules of the various states. Most are still bound as long as their candidate has only suspended, instead of withdrawn from the campaign. Not one of the 17 candidates has withdrawn yet. None of the delegates has been reapportioned, and none of them is being counted in Trump’s bound delegate total.
