Ike and Reagan were charismatic.

Reagan was an actor. He was at once genuine and able to project the correct body language queues that make us appear charismatic. That was what made him so effective. AT the same time he kept his close relationships in good order and, apparently, did not stray.
I suspect that Ike was more sociopathic in that he had an amazing number of affairs so he may be more like Clinton. Not all sociopaths are evil, they just don’t form good, exclusive relationships. (See “The Sociopath Next Door.”)
