Majority of legal immigrants are approved as relatives, tons of older parents are approved and then are paid social security! Never paid a dime in social security tax.
Only relatives admitted should be kids of US citizens, no senior parents, no uncles, no aunts, no brothers, no sisters, unless......they have skills needed here or have $1.5 million each to bring with, and pass our English test. That is exactly what New Zealand and Australia are doing.
