When has Washington ever been truly bipartisan, aside from after Pearl Harbor and after 9/11?

The Framers specifically set up the federal government to do as little as possible and with much debate. This is a feature, not a bug.

This notion of the two parties holding hands and passing statist policies only exists in the minds of feckless Republicans like Graham who hate their own base.

1-party rule is the same as bipartisan... since the democRATS always get their way in both situations.

the democRATS had 1-party rule over Congress for lots of years from 1934 to 2012 (56 out of 82 years by my count where they controlled both the Senate and the House. in contrast, the republicans only controlled both for 14 years during that time).
