Kirk signed it because he lives in some bubble where the entire state of Illinois has a large Jewish population like his old congressional district did. (In reality, the Jewish vote statewide has virtually no affect in contested races) He basically fears they’ll vote against him if he takes any anti-Jewish stance. (this also explains why Kirk oppose Hagel as Secretary of Defense, but had no qualms about confirmed even worse Obama nominees, even being the ONLY Republican to support Obama’s far-left wing activist pick for Surgeon General)
