Speaking before the meeting, NATO Secretary General Jens Stoltenberg said the proposal aims to send the message to Russia that it cannot win the war.

And the whole idea of now discussing a framework, commitments and an institutionalized framework for the support is to ensure more predictability and more confidence that the money will come every month, every year for the long haul.''

I’m trying to figure which obsolete Cold War dinosaur needs to go first. NATO or the U.N. If Hawaii needs to be a member of NATO to protect their South Pacific (as opposed to North Atlantic) tourist trap, we don’t need NATO. Russians, Muzzie terrorists and the Chinese don’t go to Hawaii to invade. They go there to vacation. They go there to lie around on the beaches and to collect Hawaiian Tiki mugs and the little umbrellas they put in drinks.
If the Europeans are determined to defend their continent from Putin at their own expense that is very constructive. And if so, Trump deserves most of the credit for convincing them it is necessary.

The broader picture about foreign aid this imo. Political party and media fuss about "obsolete" electoral college is because it is the only thing stopping the corrupt political parties from establishing a permanent puppet presidency that will unquestioningly sign unconstitutional taxing and spending bills into law.
That being said, patriots are reminded that Justice Joseph Story had clarified that the states have never expressly constitutionally given the untrusted (my word) federal government the specific power to tax and spend in the name of either peacetime foreign aid or subsidies, such spending undoubtedly fostered by the federal government's abuse of its 16th Amendment (direct taxes) powers imo.
"16th Amendment : The Congress shall have power to lay and collect taxes on incomes, from whatever source derived [emphasis added], without apportionment among the several States, and without regard to any census or enumeration."

Trump's tsunami of Democratic and Republican patriots need to support hopeful Trump 47 with a new Congress in November that will not only support him to finish draining the swamp, but will also do the following.
New lawmakers additionally need to support Trump in leading the states to put a stop to unconstitutional federal taxes and unconstitutional interference in the affairs of the sovereign states.
More specifically, Trump needs to lead ALL the states need to effectively "secede" from the tyrannical federal government by repealing the 16th (16A direct taxes) and 17th (17A; popular voting for federal senators) Amendments (16&17A).
Consider the repealing of 16&17A as part of reparations for victim taxpayers of the corrupt federal government for having to pay a lifetime of unconstitutional federal taxes, taxes that Congress cannot reasonably justify under its constitutional Article I, Section 8-limited powers and a few other constitutionally enumerated expenses.
Again, the broader picture is that corrupt political party and media fuss about "obsolete" electoral college is because the electoral college is the only thing stopping the corrupt political parties that have pirated control of state and federal governments from establishing a permanent puppet presidency that will unquestioningly sign unconstitutional taxing and spending bills into law.
Trump’s strengthening of NATO against Russia was a big help but it is Putin who really slapped them awake.
