There are so many bureaucratic entities involved.

The federal government is involved with the port the state of Maryland is involved with the bridge.

But I also see that on the map , that the bridge started within the city limits of Baltimore , but also traveled through Baltimore County, which is a separate jurisdiction from Baltimore City.

But then was the bridge part of an interstate highway? If so then perhaps the federal government gets involved with reconstruction?

And within the federal government, there are various agencies involved ,including the EPA , which is going to have to ask for environmental impact studies to be done.

The bridge is part of I-695, the interstate belt loop around Baltimore.
