If they have the ability to generate accurate GPS coordinates, and pick up and decrypt the precise CDMA code, there is no reason Ukraine cant do this.

UKR has Russian partisans and its own people on the ground inside Russia. It does not need US help to find the thousands of targets inside the country. The odds are rigged in UKR’s favor here.
