I suspect you are right. They wiretapped him. They investigated and impeached him with what they knew were lies. They are now trying to put him in jail.
What makes anyone think the deep state will behave properly (or even not atrociously) when he is the nominee? They will feed him knowingly false information if they give him any information at all. If they think they can get away with it, they will wiretap him again.
And then they will contrive to blame Vladimir Putin and Republicans for the false info.

Her not dropping out because she is funded by McConnell and Democrats forces Trump to keep exhausting resources on the Primaries. Combine this with his lawfare defense and he is bleeding money...which, again, is their plan.
