Ah, the irony. Elon Musk is charged with building the Human Landing System (HLS) for Artemis III! It will use the "HLS" variant of the Starship.
One of the biggest causes for the delay is that Starship HLS is way behind schedule, and certain critical items - like showing fueling of the vehicle in orbit - haven't even been attempted yet.
His Starship has failed twice. Cannot get passed the Firmament. That is the main reason for the delay. It is one big Grift and too many are ok with being robbed to fulfill a fantasy.
The Biden Admin is targeting the hated Musk to fail. NLRB, Fish & Game, FAA and EPA are all doing their level best to bankrupt the Star Ship program. They have already set the program back a year and maybe two, so far.
Starship should be tested every 3 months or less, but in 2023 it only saw two launches. 2022 saw only one.
