These so called “scientists” seem utterly unaware of the Pareto principle.

Also the entire article never really states a solution but instead obfuscates the actual intent, this is the most insidious kind of political social engineering, it’s not about science but ideology, using a sheep’s skin to hide the real intent.

Basically one must follow a lot of links and read a lot of deceptive language but to summarize in short:
They want to reduce the population and force changes by managing resources in a way that punishes people who do not confirm to the “approved” way of living.

They don’t mention that they are promoting more central planning (which did wonders for the environment during the Iron Curtain days).
