If you think the govt. is capable, I have a bridge to sell. My brother worked for a large retail store’s warehouse back in the 1980’s and he brought home fleas from South Korea. I was surprised we were able to get rid of them without my folks tenting the house. We had a vet tell us to liberally put flea & tick powder on our cocker spaniel as he would spread it throughout the house and carpets. We also put the scraps of his flea & tick collar in the vacuum cleaner bag.
