A 10% reduction in solar power is ok for a satellite.
A 2% reduction in sunlight hitting the Earth would have dramatic consequences.
If we look at the past few thousand years we have historical precedent of warm periods and cold periods with brief hiccups. For example, in the centuries long Little Ice Age going from roughly AD 1300 to AD 1820 (depending on who you ask), there was about a 50 year period where it warmed from about 1570 to 1620 (again the exact years are debatable). I wouldn't be surprised if our Modern Warm Period is experiencing a few decades of cooling -- not enough for me to worry about the Modern Warm Period being over and us entering a new centuries long cooling period.
That's me ignoring potential causes for cooling and warming (i.e. sunspots, Milankovitch cycles) and just observing trends.
