A few summaries for this day.
First, I would like to thank Japan for a very timely and much-needed decision to support Ukraine. $4.5 billion is the total amount, and we expect the first part – $1.5 billion – already in January. A significant part of this aid package will come in the spring. Japan is consistent and very principled in its support of our country and our people, and I am grateful for this assistance.
I held an extensive meeting with Prime Minister Denys Shmyhal. In particular, we discussed cooperation with partners, preparation of new decisions to support our country, and cooperation with donors. Additionally, we covered energy-related matters, the government’s work on Ukraine’s energy sustainability, the stability of our operations and all our systems. Thanks to the integration of our energy system with Europe, we have appropriate support from our neighbors, which is important. I thank every country that helps. And I thank every Ukrainian family - everyone who understands the challenges of war and temperature and uses electricity sparingly and rationally.

Russian forces are killing their own troops using drones so they can’t be captured by Ukraine, Kyiv’s military and security services have claimed, according to Kyiv Post. Spokesman for the Tauride Defense Forces, Oleksandr Stupun, made the claim, saying: “The fact is that the Russians do not allow their soldiers to surrender. There have even been cases when Russian drones have killed their own wounded.”
Andriy Yusov, a representative of Ukrainian intelligenc, told Kyiv Post such incidents have been recorded “repeatedly, including by Ukrainian aerial reconnaissance using drones”. Referring to the documented cases of Russian units firing on their comrades trying to escape the front lines, he said: “Barrier units and killing their own soldiers is what the Russian army is really using against its own. “Those who refuse to go into battle and carry out criminal orders or go on meat assaults. This is all a tactic of terror and intimidation of our own people in order to reduce the number of refuseniks, deserters, and those who voluntarily surrender. “
This is actually a reaction to the fact that there are quite a few people willing to surrender to Ukrainian captivity”, he added. According to Ukrainian figures, over the past three weeks around 80 Russians have surrendered in the Tavriya sector, one of the hottest areas of fighting around the besieged town of Avdiivka. Russia’s apparent tactic of killing its own troops to avoid them being captured poses a practical problem for Ukraine – fewer prisoners to swap for captured Ukrainian soldiers.

During the USA – Ukraine Defense Industrial Base Conference in Washington, the Ministry of Defense and the Ministry for Strategic Industries of Ukraine signed a Memorandum of Cooperation with the U.S. Department of Defense on co-production and technical data exchange.
The document stipulates that Ukraine will receive the capabilities necessary for success on the battlefield in the short term, and in the long term will contribute to economic recovery and strengthening of defense capabilities.
The Memorandum sets localization of the defense industry in Ukraine as one of the main priorities.
In particular, the document will facilitate the building of production facilities in our country to provide the Armed Forces with the necessary weapons, in particular in the areas of air defense, production of critical munitions, and repair and sustainment.
The U.S. Department of Defense and industrial partners will provide Ukraine with technical data to start local implementation of individual projects aimed at sustaining legacy air defense systems by integrating Western munitions. The parallel production of these systems in Ukraine and the United States will speed up their fielding and help our country maintain its air defense system in a combat-ready state.
In addition, during the conference, the United States announced the establishment of the Ukraine Deal Team, an interagency group consisting of representatives of the U.S. Department of State, Department of Defense, and Department of Commerce. The interagency team will support partners in developing recommendations on potential deals and export requirements for Ukraine’s defense industry.
The USA - Ukraine Defense Industrial Base Conference organized by the Ministry of Defense and the Ministry for Strategic Industries of Ukraine with the support of the U.S. Department of Defense, the U.S. Department of State, and the U.S. Department of Commerce took place in Washington, D.C., on December 5-6.
The purpose of the conference was to bolster cooperation between the defense industries of Ukraine and the United States. The event was attended by about 350 American, Ukrainian and European industrialists and government officials. The conference participants focused on a significant increase in arms production to support our country’s fight against Russian aggression and to strengthen our country’s defense in the long term.

Day 652 of the russian full-scale military aggression against Ukraine continues.
The russian federation continues to wage a war of aggression. Despite significant losses, it does not abandon its plans for the complete occupation of Ukraine. The enemy continues to ignore the laws and customs of war, uses terror tactics, conducts strikes, and shells both military and civilian targets.
The operational situation in eastern and southern Ukraine remains difficult.
During the day of December 7, there were 56 combat engagements.
The enemy launched a total of 3 missile strikes, 39 air strikes, 27 MLRS attacks at the positions of Ukrainian troops and various settlements. The russian occupiers launched another attack on Ukraine using 14 UAVs of the Shahed-136/131 type, 12 enemy drones were destroyed. Unfortunately, the russian terrorist attacks have resulted in civilian injuries. Private residential buildings as well as other civilian infrastructure were destroyed and damaged.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine.
Around 25 settlements came under enemy artillery and mortar fire, including Klyusy, Mykhalchyna Sloboda (Chernihiv oblast), Fotovyzh, Vovkivka, Volfyne, Yastrubyne, Basivka, Mohrytsya (Sumy oblast), Udy, Kozacha Lopan, Lyptsi, Starytsya, Okhrimivka (Kharkiv oblast).
KUPYANSK AXIS: Ukrainian defenders repelled 5x enemy attacks in the vicinity of Synkivka (Kharkiv oblast). The adversary launched an air strike near Petropavlivka (Kharkiv oblast). The invaders fired artillery and mortars at around 10 settlements, including Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).
LYMAN AXIS: Ukrainian defense forces repelled all attacks of the invaders who attempted to force Ukrainian units out of their positions in the vicinity of Terny (Donetsk oblast). Moreover, the invaders launched an air strike in the area of Serebryanske forestry (Luhansk oblast). The occupiers fired artillery and mortars at around 15 settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Serebryanka, Verkhniokamyanske, Spirne, Rozdolivka (Donetsk oblast).
BAKHMUT AXIS: Ukrainian defenders repelled 19 attacks near Bohdanivka, Ivanivske, Klishchiyivka and Andriyivka (Donetsk oblast). Around 10 settlements, including Markove, Chasiv Yar, Bohdanivka, Klishchiyivka, Andriyivka, New York (Donetsk oblast), came under artillery and mortar fire.
AVDIYIVKA AXIS: Ukrainian defenders repelled 15 attacks in the area east of Novobakhmutivka, Avdiyivka, Tonenke, Pervomaiske (Donetsk oblast), where the enemy, with air support, was making unsuccessful attempts to breach Ukrainian defenses. The enemy fired artillery and mortars at more than 10 settlements, including Berdychi, Stepove, Avdiyivka, Tonenke, Karlivka, Pervomaiske (Donetsk oblast).
MARYINKA AXIS: Ukrainian defense forces continue to hold back the enemy in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast), where the enemy, with air support, launched 5 attacks on positions of Ukrainian defenders. The settlements of Hostre, Heorhiyivka, Maryinka, Pobjeda, Novomykhailivka, Kostyantynivka (Donetsk oblast) were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXISs: the enemy conducted no offensives. Around 10 settlements, including Vodyane, Vuhledar, Staromaiorske, Urozhaine, Zelene Pole (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: Ukrainian defense forces repelled 6 enemy attacks west of Verbove and Robotyne (Zaporizhzhia oblast). The adversary launched an air strike in the vicinity of Kopani (Zaporizhzhia oblast). More than 20 settlements, including Levadne, Malynivka, Verkhnya Tersa, Charivne, Novoandriivka, Kamyanske (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSO AXIS: the enemy fired artillery at the settlements of Shlyakhove, Vesele, Mykolayivka, Tyahynka, cities of Kherson and Ochakiv (Mykolaiv oblast).
Ukrainian Defense Forces continue to hold their ground on the left bank of the Dnipro River (Kherson oblast) and inflict fire on the enemy.
During the day of December 7, Ukrainian Air Force launched 5 strikes on concentrations of troops, weapons and military equipment of the occupiers.
Ukrainian missile troops hit 1 electronic warfare station of the russian invaders.

On the occasion of the beginning of the Jewish holiday of Hanukkah, President Volodymyr Zelenskyy and representatives of the Jewish clergy of Ukraine took part in the Hanukkah candle lighting ceremony.
Chief Rabbi of Dnipro Shmuel Kaminetsky lit the large central candle of the hanukkiah and recited the blessing in Hebrew. After that, a single icon lamp was lit on the hanukkiah.
Shmuel Kaminetsky noted the significance of the Hanukkah holiday, which symbolizes the possibility of a miracle.
Rabbi Meir Stambler, Chairman of the Council of the Federation of Jewish Communities of Ukraine, also noted that the primary message of Hanukkah is to tell the world about miracles.
“And you, Mr. President, with your leadership, can tell the world about the miracle of Ukraine,” he said.
For his part, Volodymyr Zelenskyy congratulated the Jewish community on Hanukkah.
“This holiday is about the victory of the human spirit. And that’s the most important. I wish all of you, us, and everyone who is always on the side of light, on the side of Ukraine and its people, on the side of life - Happy Hanukkah and victory,” noted the Head of the State.

Today, on December 7, the Government of Ukraine, represented by the Ministry for Reintegration of the Temporarily Occupied Territories, the State Fund for Youth Housing and the German bank KfW signed an agreement to provide an additional EUR 17 million for preferential housing loans for internally displaced persons. These funds will be used to issue approximately 400 new concessional housing loans in 2024.
Iryna Vereshchuk, Deputy Prime Minister of Ukraine and Minister for Reintegration of the Temporarily Occupied Territories, thanked the German Government and KfW Bank for supporting Ukrainians in these difficult times: “Housing for internally displaced persons is a very urgent social issue. The project to provide preferential mortgages to IDPs has been operating for several years and has proved to be a success. I am deeply grateful to our German partners for continuing to fund this important project.”
“We are pleased to extend our cooperation with Ukraine in the area of preferential housing loans for Ukrainian internally displaced persons. The first part of this project, totaling EUR 25.5 million, was successfully implemented during 2021-2022. Together with our Ukrainian partners, we have seen immediately that this project has generated considerable interest. That is why today we have announced additional support of EUR 17 million. This grant is a part of the German-Ukrainian development cooperation, the total amount of which in 2023 alone was more than EUR 600 million,” said Tim Prange, Permanent Representative of the German Ambassador Extraordinary and Plenipotentiary to Ukraine.
Supporting Ukrainians in times of war is an absolute priority for KfW Bank, so the institution will further stand by Ukraine and its citizens, said Lorenz Gessner, Director of the local office of the KfW in Ukraine: “As a result of the war, many Ukrainian citizens were forced to leave their homes and become internally displaced. For the majority of them, housing is the most important issue, so we remain ready to support Ukraine and its people with additional grant funds provided by the German Government.”
