Sort of. But most of the time, the nominee is either the vice president or the candidate who came closest the last time and lost out.

It does happen that the media (and possibly some powers behind them) sometimes annoint a candidate -- Carter, Clinton, Obama -- but people still vote for them.

Anyway, go back to the early history of the country. Madison was Jefferson's man. Monroe was Madison's. Van Buren was Jackson's. Selected presidents go back a long way.
