A person can be found guilty of shoplifting if they evince an intent to steal, for instance by secreting an item, but there are other circumstances. Leaving the premises is just one possible circumstance.
If you put something in your closed bag or hide the item in your clothing then you can be charged with shoplifting.
Private citizens don’t have to operate under the same ‘easy on crooks’ rules cops have to operate under. A jury would understand a theft was happening just like most everyone else .
