I think there is such a thing as a slashing penalty, along with high sticking, etc.
This sounds like a crazy freak occurrence turned tragic. RIP.

Normal slashi g is with a stick. This was in collision at center ice. Bodies do go flying unfortunately the blade of skate went across his throat

Slashing has nothing to do with getting struck in the neck with an ice skate blade.
