I think what happens with any organization over time is that the people who started it and the mission they had to provide whatever service is overcome after they leave by someone who just sees it as a platform for their career. Thus, a company dedicated to fast service and, say, tasty food becomes the platform for someone to demonstrate their leadership prowess so they can move up to be a bigger deal CEO of an even bigger deal restaurant chain. The same is true of politics. You get two types of leaders, the this-is-just-a-stepping stone and I’ll-never-make-a-wave-or-raise-a-concern thus showing how lame I am.
The FBI and CDC are clearly run by people who don’t give two $hits about the purpose for their agency.
