Hum. Maybe the starter is in a null point, or maybe the starter brushes and are the worn down?

This starter has been rebuilt once since I’ve owned the tractor. It was never 100% perfect after that was done, and now the guy who did the rebuild has retired.

I’m going to pull it off and see if there’s room to get a bar in the opening to manually turn the engine. If it’s not locked up I can buy a new starter and solenoid for under $200.
